As of March 4, 2025, the Pakistan Telecommunication Authority (PTA) has confirmed that the registration process for Starlink, Elon Musk’s satellite-based internet service, is actively underway. PTA Chairman Major General (Retired) Hafeezur Rehman stated that Starlink’s registration with the country’s satellite regulatory body is a prerequisite for obtaining the necessary licenses to operate in Pakistan.

This update follows a meeting between the PTA chairman and the Starlink team during the GSMA Mobile World Congress 2025 in Barcelona. Discussions focused on enhancing digital connectivity in Pakistan, particularly in underserved and remote areas, through the adoption of modern satellite technologies.

While Starlink had previously registered with the Securities and Exchange Commission of Pakistan (SECP) in June 2021, the company still requires further licensing and security clearances to commence operations. The Pakistan Space Activities Regulatory Board (PSARB) is currently reviewing Starlink’s application, with the Pakistan Telecommunication Authority awaiting the completion of this process before issuing the necessary licenses.

The Senate Standing Committee on Information Technology has raised concerns regarding recent remarks made by Elon Musk on social media, perceived as aligning with anti-Pakistan narratives. Some committee members have suggested that the issuance of a license to Starlink should be contingent upon a public apology from Musk for his statements.

Despite these challenges, the government remains committed to advancing satellite connectivity and technology in Pakistan. Efforts are ongoing to establish a regulatory framework for Low Earth Orbit (LEO) satellites, aligning with international standards, to facilitate the introduction of services like Starlink.
